CLARIFYING/REVISING CURRENT TRAVEL RESTRICTIONS
IN THE MUNICIPALITY OF BOLINAO

WHEREAS, the current Quarantine classification of the province has been elevated from Modified General Community Quarantine (MGCQ) to General Community Quarantine with heightened restrictions effective September 8-30, 2021 pursuant to National IATF-EID Resolution No 136-F series of 2021;
WHEREAS, during the meeting of the Municipal IATF-EID last September 15, 2021, all the members agreed to provide additional restrictions to be imposed by the LGU-Bolinao in addition to the guidelines issued by the Governor of Pangasinan Executive Order No. 102-2021 which led to the issuance of Executive Order No. 19 S. 2021;

WHEREAS, in the interregnum, however, the National IATF placed NCR under a novel quarantine classification system based on alert levels which took effect September 16 2021 allowing inter-zonal and intra-zonal movement, in effect allowing leisure travel outside of Metro Manila,
WHEREAS, clarifications and due modifications becomes necessary and imperative relative to the provision of Section 9 of Executive Order No. 19 S. 2021 pertaining to travel restrictions considering specially the legal opinion of our Provincial Legal Officer, Atty. Geraldine Ubana-Baniqued harmonizing Provincial EO 102-2021 with DOT Admin Order 2021-004-A as explained in her letter dated September 22, 2021;

NOW THEREFORE, I, ALFONSO F. CELESTE, MD., Municipal Mayor of Bolinao, Pangasinan, by virtue of the powers vested in me by law do hereby order:

Section 1. TRAVEL RESTRICTIONS
The travel restriction guidelines as mentioned in Section 9 of Executive Order No. 19 S. 2021 shall now read as:

A. Essential travels or travels by Authorized Persons Outside Residence (APORs) as designated by the IATF-EID or the PNP, coming from any zones, shall continue to be allowed in Bolinao. Such APORs shall include but not be limited to frontline services, government personnel with travel order, emergency medical cases, public transportation, and movement of cargo.

1. APORs from the government shall be required to present a valid or government-issued ID, a travel order or itinerary, and to pass symptom-screening.

2. Other APORs may present their employment certificates, travel order, hospital referrals, and other proof of authority to travel.

B. Non-APORs and tourists from areas under Alert Level 5 (all individuals) and Alert Level 4 who are below 18 years old and above 65, and those with comorbidities and or pregnant women shall not be allowed entry in Bolinao.

C. For non-APORs, non-essential, and tourist travel from other provinces, Alert Level 4 (except those prohibited under letter B of this Executive Order), MGCQ or GCQ shall be allowed subject to a negative RT-PCR or rapid antigen test before travel as requirement.

D. In addition to Covid-19 domestic vaccination card, a negative Rapid Antigen Result shall be required by the LGU.

E. All persons, except APORs travelling to Bolinao, must secure their corresponding permits from the S-PASS Travel Management System at https://s-pass.ph, and present negative RT PCR or rapid antigen test at the border checkpoints.

F. All tourists are required to register with Pangasinan Tara Na at https://pangasinan.tarana.ph/.

G. Any person who is using or is attempting to use a forged, fake, fraudulent vaccination card and S-PASS permit, or who submitted fraudulent requirements in the S-PASS shall not be allowed entry to Bolinao, and shall be prosecuted under existing laws or ordinances.

SECTION 2 – SEPARABILITY CLAUSE
The rest of the provisions of Executive Order #19 Series of 2021 shall remain in full force and effect unless otherwise legally revoked, repealed or amended.

SECTION 3 – EFFECTIVITY CLAUSE
This Order shall take effect upon due issuance hereof until or unless subsequently amended revised/revoked. All resolutions and issuances by IATF and/or concerned national government agencies and the Provincial Government of Pangasinan are hereby adopted. Additional provisions as agreed by the Municipal IATF shall be integrated in this order.
